Buffalo Police & FBI Arrest Suspect in On-Line Sex Crime Case

Defendant targeted 4 year old child as potential victim

Buffalo Police and the FBI have made an arrest in connection with a suspect who attempted to obtain a 4 year old girl for the purpose of engaging in sexual activity.

Authorities have arrested 26 year old Joseph A. Koehn of Esser Avenue in the city and charged him with: Attempted Predatory Sexual Assault Against a Child, Attempted Rape in the 1st Degree and Attempted Criminal Sexual Act in the 1st Degree.

Police say the incident began to unfold on July 31st of this year. That’s when a number of concerned citizens contacted Buffalo police after they became aware that an individual was looking for a  4 year old girl to use in a pornographic film.

Through on-line computer conversations and text messages, authorities were able to determine that the suspect would pay money in exchange for the little girl.

On Wednesday night, August 12th at 11pm, at a West Side location, a “meeting” was set-up between a police informant and the suspect.

A short time later, the suspect communicated with the informant that he was leaving because he could see that the informant didn’t have the child.

Authorities were able to track down the suspect near Elmwood Avenue and Breckenridge shortly thereafter. Koehn was brought in for questioning and arrested early Thursday morning.

Detectives Jeffrey Rinaldo, Carmen Clark and Deborah Buyers of the Buffalo Police Sex Offense Squad led the investigation. The arresting officers were: Michael Laun and Christopher Mordino of D District.

Special Agents from the FBI Cyber Crimes Task Force included Eric Marburger and Mike Schaffer.

Koehn was arraigned Thursday afternoon in Buffalo City Court. He is being held on Superior Court Bail and is scheduled for a  felony hearing on August 18th at 2pm.
